Within the frame of the Economic Capacity Building Technical Assistance Credit, The Ministry of Finance and Economy is seeking the assistance of P.A. Services Conseils Inc. to prepare a Human Resource Information Systems Strategic Plan (HRISSP) and specifications for a Human Resource Management and Information System (HRMIS).
The Team of consultants will:
- Formulate a Human Resource Information Systems Strategic Plan
(HRISSP) to support government HR management
- Phase 1: Preliminary Assessment & Diagnosis
- Phase 2: Definition of a proposed HRM Information System Architecture
- Write specifications for the Technology Architecture required for implementing the identified Information System Architecture
- Specify and document the future application functional design
- Develop a Change Management and Training Plan for the design, operation and maintenance of the HRMIS
- Prepare and submit cost estimates
- Prepare an Implementation Strategy
- Provide communication and dissemination support
- Phase 1: Workshop
- Phase 2: Informal briefings
- Assist in the procurement process
- Phase 1: Assist with the preparation of the bidding documents
- Phase 2: Review and comment on specific issues as requested by the Government
- Phase 3: Assist the Government with bid evaluation
