Description of project and services rendered
The general objective to provide strategic advice and technical
support to PAAET with a view to restructuring its goals, objectives,
organization and education programs in order to enable the organization
to meet market needs more adequately. The specific objectives are to
provide assistance to the restructuring of PAAETýs 1) education
programs (Education Planning/Reform), 2) organization (Institutional
Development).
Detailed description of services provided:
Under Objective 1:
- Study and analyze the current demography of the Kuwait society;
- Analyze the current and future market requirements of Kuwaiti
employers;
- Analyze the educational needs of the Kuwaiti youths;
- Assess the formal, higher, applied and technical education and
training in public and private institutions (including the goals and
programs of PAAET) against this background;
- Review the outputs into the market of the goals and programs of
formal, higher and vocational education;
- Study relevant education planning and education reform cases in
developed countries to explore their experiences in preparing high
quality trained manpower for the market;
- Describe briefly the logic and phases of implementation of each
identified option;
- Prepare a cost-benefit analysis for each identified option, to
support the decision making process of PAAET management as to the most
appropriate course of action.
Under Objective 2:
- Revise PAAETýs mission, values and strategic objectives;
- Carry out a diagnostic audit to assess the efficiency and
effectiveness of PAAET and, on the basis of these findings, to
recommend changes to the structure and functions of the staff and
management of the organization;
- Based on the results and conclusions of the analysis, identify
different solutions for restructuring PAAET, while in each case
indicating the goals in relation to relevant society requirements, as
well as related strengths and weaknesses;
- Propose a new organization chart, complete with job descriptions
for all management / staff levels;
- Introduce a performance management system in PAAET;
- Assist PAAET management to enact the organization restructuring
recommendations.
