The objective of the Budgetary Systems' Modernization project's realization is to introduce permanent changes with regards to rules, procedures, organizations and elaboration tools, the budget's presentation and execution and function mastering of the Ministry of Finances' economic counsel. Within the frame of this project, the procurement of computer equipments, the realization of studies and the specialized training of the Ministry of Finances and other authorizing personnel are envisaged.
The services rendered in the frame of this mission are:
- Writing of the Terms of references relating to the operational objectives of the computer component and Information System of the project.
- Preparation of the pre-selection criterias for the establishment of the short-list.
- Preparation of the bidding documents (writing of the request for proposals).
- Evaluation of the proposals and assistance during the negotiation of the contracts.
- Follow up on the performances of the consultants and coordination of the activities related to the computer component and the Information System.
