Description of project and services rendered

The present mandate has for objective the launch of the Integrated Budgetary Management System (IBMS) at the Central Departments of the Ministry of Equipment. This Technical assistance, which follows the previous study realized by P.A. Services Conseils Inc., will, on the one hand, enable all the Departments of the Ministry of Equipment to acquire the IBMS and, on the other hand, answer to the needs of all the users, add modules to the software developed, improve certain modules and assist the users in its running.

Step 1 - Assistance and development of the computer software

The users of the Ministry of Equipment - Central Departments - have submitted additional needs that take into consideration their sector specificity. In this regard, certain improvements must be brought to the software already develop by the Consultant at the central departments level and on the level of the consolidation software initially develop at the Programs and Studies Department level.

Thus, this step will consist in programming the changes that should be made to the different modules already developed in order to answer to the specific needs of all users in each sector. As a result, a new version of the IBMS will be developed. In this step, the consultant will have to set an installation calendar, integrate the changes into the system, train the staff and monitor the results.

Step 2 - Assistance and support to the launch of the IBMS at the central departments level

Support the departments through the changes to a new IBMS so as to insure that the new system will be adopted as the new presentation. This step will consist in supporting and assisting the entire sector departments for the data entry -2nd semester - 2000, 2001 and 2002. The departments will be assisted in the following specific aspects: writing of activities sheets, formulation of objectives, elaboration of programs and indicators and all this, by sector. Furthermore, the consultant will add other pertinent indicators if necessary with the agreement of each sector.
