In order to insure rehabilitation and economic progress, it was necessary to work out and set up an information technology strategic plan to support the economic and financial management institutions of the Republic of Zaire.
Within the framework of that project the customer has decided to introduce a coherent and viable financial and budgetary system. Its success would influence the efforts already undertaken at the Departments of Budget and Finance.
In order to reach this goal it was important to develop and organize a pilot plan taking into account three fundamental concerns:
- Decentralization of applications in order to bring users closer to data processing, which would give them ownership and improve the quality of information;
- Global coherence between information systems subsequent to the separation of the Departments of Finance and Budget;
- Allowing communication between those information systems.
This project included two phases. In order to satisfy the first step of the first phase P.A. Management International (Canada) Inc. was responsible for insuring the development of the strategic plan as well as the technical lead of the whole operation.
