Description of project and services rendered
The object of the study is double:
- Elaborate Management procedures of the Rural Electrification Fund and preparer its start up;
- Conceive a Partial Warranty of Sovereigns Risks (PWR) mechanism for private investors, based on the model proposed by the World Bank.
The services provided include but are not limited to the following elements:
- Participation in Workshops and coordination with other consultants
- Analyze the new legislative, normative and institutional frame of the Malian Agency of Domestic and Rural Electrification
- Analyze the credit and micro-finance sectors
- Study the resources necessary to fund the REF
- Study the management procedures of the different funds of the REF
- Elaborate a program of PWR
- Elaborate a project of status for the REF
- Elaborate a procedures manual of the REF
- Elaborate two conventions models
